City Manager Report:

There is
increasing interest in economic development at sites on Exit 31 & 32
·
Refinancing of
the sales tax bond and loans can take place after April 2, so will be watching
the rates closely
·
There will be a public meeting held to discuss
the proposed Sign ordinance on March 31 at 6:30 PM at the Community Center. A copy of the ordinance will be provided for
anyone to look at.
·
The purchasing policy
is in full swing and is going well
·
There will be a
new procedure implemented for Planning amd Zoning. Prior to any decision being made by the Board
a recommendation with all the information and details based on the Code will be
given to them.
This was the time set upon
for a public hearing for Dean McNenny for a change of zoning amendment to
highway service for
Councilperson Scudder read a
letter from Shelley Montanio, who opposes the zoning change. Ms. Montanio resides at
Pat Baldwin, Realtor for
Century 21, gave his reasons for allowing the change: the property is located next to the railroad
track and a busy street and traffic should not increase that much if changed to
Highway Service. Mr. Baldwin does not
feel that changing this property zoning to highway service would change the
integrity of Junction. He felt that the
Hospital would not be concerned about changing the zoning.
Roger Schieman – was in favor
of changing the zoning on the property so a business could locate there.
Walt Saubers – was against
the rezoning of this property. He felt
that spot zoning brings on more rezoning of Junction and that this would bring
rally businesses that would encroach on residential areas.

Subdivision, formerly a portion of Lots 2H, 3H2 and 4H of Hurley Subdivision,

BE IT ORDAINED by the Common Council of the City of
Sturgis, Meade County, South Dakota, that ordinance 2007-33 be amended so that
the following amounts are hereby appropriated to meet the obligation of the
municipality for the year 2008.

Bridge
Reinspection Program Resolution
For
Use with SDDOT Retainer Contracts
WHEREAS, Title
23, Section 151, United States code and Title 23, Part 650, Subpart C, Code of
Federal Regulations, requires initial inspection of all bridges and
reinspection at intervals not to exceed two years with the exception of
reinforced concrete box culverts that meet specific criteria. These culverts are reinspected at intervals
not to exceed four year.
THEREFORE, the City of
The City requests SDDOT to hire Brosz Engineering
(Consulting Engineers) for the inspection work.
SDDOT will secure Federal approvals, make payments to the Consulting
Engineer for inspection services rendered, and bill the City for 20% of the
cost. The City will be responsible for
the required 20% matching funds.
There are a total of 6 bridges in the City of Sturgis
that require inspection.

RESOLUTION AUTHORIZING THE MAYOR, MAURY
LARUE TO EXECUTE A SEWER LINE EXTENSION AGREEMENT BETWEEN THE CITY OF STURGIS
AND CECIL D. CLARK AND JOHN D. LAWSON, MOUNT RODNEY RV PARK
WITNESSETH
that the City of Sturgis upon the request of Mount Rodney RV Park, LLC, and
Cecil D. Clark did expand the city sewer system from approximately the Deadman
Creek area up the north side of Bear Butte Creek and the City park portion
being extended from Woodland Trailer Court along the southside of Mount Rodney
RV Park. The portion of the woodland
sewer line that abuts
WHEREAS the
cost of the sewer line from the east end of the

Mount Rodney RV Park waives the right to any further sewer tap fees, the City
agrees to reduce the amount due to $125,000; and
WHEREAS
in consideration of this agreement the total sewer cost upon completion for the
