PROCEEDINGS OF THE STURGIS CITY COUNCIL – APRIL 3, 2006

 

The Common Council of the City of Sturgis met in regular session at 7:30pm on Monday, April 03, 2006 at the Sturgis Community Center.  Present:  Mayor Mark Zeigler, Alderperson Terry Jensen, Arvid Meland, Penny Green, Sherry Scudder, Mark Chaplin, Pokey Jacobson, Steve Anders & Bev Patterson.  Absent:  None.

 

Mayor Zeigler made the following announcements:  a) the District 10 meeting will be held in Sturgis on April 18, 2006; b) the new floor for the auditorium has been put down; c) a moment of silence was held for our service men and women.

 

Motion by Scudder, second by Chaplin & carried to approve the agenda as presented.

City Engineer Bob Kaufman gave a brief update on the Library/Municipal Offices Complex.  The contractor has started sheet rocking the first floor, which should be complete this week, and they will move to the second floor starting next week; the sidewalk, curb & gutter has been torn out on the 2nd St. side; the roofing is complete on the main area; the landscape plans will be finalized later this week.

 

Kaufman gave a brief update on the Exit 32 project.  The old structures have been removed; the contractor is placing fill in needed areas to bring the road up to grade and they are getting ready to pound pilings.

 

Kaufman also gave a brief update on the Whitewood Service Road.  The project was put out to bid and those were opened last Friday, March 31, 2006.

 

This was the time set to award the bid for the Whitewood Service Road project.  The following bids were received:

            Heavy Constructors               $2,639,432.21

            Hills Materials                                    $2,868,170.57

            Zandstra Construction                        $2,919,903.20

 

Motion by Chaplin, second by Patterson & carried unanimously to award the bid to Heavy Constructors in the amount of $2,639,432.21 contingent upon the approval of SD DOT.

 

This was the time set to award the bid for the Sturgis Landfill storage building.  Only one bid was received by Iverson Construction in the amount of $243,350.  Motion by Chaplin, second by Anders & carried unanimously to award the bid to Iverson Construction.

 

Motion by Green, second by Chaplin & carried unanimously to authorize to advertise for bids for library shelving.

 

Motion by Meland, second by Green & carried unanimously to approve second reading of Ordinance 2006-05 – Ordinance Amending Title 18 City of Sturgis Zoning Ordinance Article III – Single Family Residence/Office Commercial.  The ordinance reads as follows:

ORDINANCE AMENDING TITLE 18 CITY OF STURGIS ZONING ORDINANCE

ARTICLE III – SINGLE FAMILY RESIDENCE/OFFICE COMMERCIAL

 

BE IT ORDAINED by the Common Council of the City of Sturgis, Meade County, South Dakota, that Title 18, Article III – Single Family Residence/Office Commercial shall be amended by adding the following described real property:

 

The S½S½NE¼SW¼ of Section 9, Township 5 North, Range 5 East of the Black Hills Meridian, City of Sturgis, Meade County, South Dakota, lying East of Interstate 90 as it now exists, less Lot 7 and less Lots 1 and 2 of Cruickshank Addition as shown by the plat filed in Plat Book 19 on Page 78, and less Lot 3 of Cruickshank Addition as shown by the plat filed in Plat Book 21 on Page 94.

Motion by Chaplin, second by Jensen & carried unanimously to approve first reading of Ordinance 2006-07 – Revised Ordinance Replacing Title 16 Traffic.

 

Motion by Chaplin, second by Patterson & carried unanimously to approve first reading of Ordinance 2006-08 – Revised Ordinance Replacing Title 7 City Government.

 

Motion by Chaplin, second by Scudder & carried unanimously to approve first reading of Ordinance 2006-09 – Ordinance Amending Title 30 Chapter 30.01 Section 30.01.01 Definitions.

 

Motion by Scudder, second by Chaplin & carried to approve the following special events licenses – all to be served by Nite Owl: a) Hatzenbuhler Wedding Reception on May 20, 2006 at the Sturgis Armory; b) Halter/Oedekoven Wedding Reception on July 1, 2006 at the Sturgis Armory; c) Meirose/Brink Wedding Reception on April 29, 2006 at the Community Center; d) Rank Wedding Reception on July 22, 2006 at the Community Center.

 

Motion by Chaplin, second by Anders & carried to set a public hearing date of April 17, 2006 for the following:  a) transfer the package (off-sale) malt beverage license from Pamida Inc to Pamida Stores Operating Co., LLC, 2105 Lazelle; b) summer concert series June 10, 2006, June 23, 2006 & July 15, 2006 to be held by Loud American Roadhouse.

A RESOLUTION AUTHORIZING MAYOR ZEIGLER TO

SIGN EASEMENT FOR ENCROACHMENT

FOR ENTRANCE SIGN AT STARLITE MOTEL

 

            WHEREAS  Steve Derouchey, owner of Starlite Motel, desires to place an entrance sign in the public right-of-way; and

 

            WHEREAS the Street Committee and the City Engineer have authorized and approved Derouchey’s request to use said property and has recommended an easement for said entrance sign and an easement for the purposes of maintaining and providing electrical service underground to said sign;

 

            NOW THEREFORE the Mayor is hereby authorized to execute an Easement for Encroachment concerning the above referred to real property:

 

A portion of the Junction Avenue right-of-way, located adjacent to Lot 35, Block BC of Glovers First Addition, in the Northwest Quarter of Section 15, Township 5 North, Range 5 East of the Black Hills Meridian, City of Sturgis, Meade County, South Dakota

 

which easement is a 5’ x 5’ easement for the placement of an entrance sign along with an easement for the purposes of maintaining and providing electrical service underground to said sign easement.

Public Works Director Randy Nohava advised that Spring Clean-up would be the week of May 15-19, 2006.  The school is going to have groups of kids help hand-pick scattered paper.  The City will choose the location and place dumpsters in those areas.

 

Motion by Chaplin, second by Meland & carried unanimously to approve the following salary matters:  Wages – a) Todd Rittel – Auditorium, $.25/hr increase to $6.50/hr, effective 3/26/06; New Hires – a) Nathan Williamson – CC Front Desk, $6.00/hr, effective 3/26/06; b) Laban Clement – CC Aquatics, $6.00/hr, effective 4/3/06.

 

OTHER MATTERS THAT MAY COME BEFORE COUNCIL

 

Cliff Roper, 2112 Hill St., handed out a brochure for a Wellness Symposium on April 29th at the Community Center.  Also, on April 28th at 7pm, there will be a rally for the youth.  Roper further advised that he would be meeting with Terry Jensen tomorrow (April 4, 2006) at 5:30pm to discuss additional ideas for the youth.  Anyone from the council that would be interested is invited to attend.

 

Scudder thanked Emergency Services Director Ron Koan & the Sturgis Volunteer Fire Department for the wonderful Recognition Banquet.  The City appreciates the job that the Volunteers do.
