Establishment and Composition
 
The "Sturgis City Planning Commission" consists of seven (7) members who are appointed as set forth by the South Dakota Law.  One member shall be chosen by the Planning Commission to serve as Chairman.  In addition, one member of the Sturgis City Council will be appointed to serve as a Council Liaison.  Terms of members shall be five years with overlapping tenures.  All members of the Commission shall reside within the City of Sturgis or a radius of three miles thereof.  Each member shall be entitled to one vote.

Powers and Duties
That the Commission created and by virtue of this Ordinance, shall carry on its functions in accordance with SDCL 11-6 and shall have all the powers, duties and responsibilities as set forth in said Statutes.  Ref. City Ordinance 7.08.01. - 7.08.03.    Bylaws

  • Meeting Schedule
    The Planning & Zoning Commission normally meets the first Tuesday after the first City Council meeting of each month.  If you want to submit an application for a Planning & Zoning item, you must have your completed application turned in to the Planning & Zoning Office at City Hall no later than the 5th of the month prior to the next Planning & Zoning meeting. 

    Time Line for Application Processing:  Variances/Zoning Amendments/Use on Reviews:

    State and City ordinances require formal notification of all land owners within a specified buffer zone surrounding the applicant property.  The notification process is conducted by City staff and can take up to three weeks to complete.  The notification process must be complete before an application is scheduled to be heard by the Planning Commission.  The notification is made by certified mail based on the property owner information provided by Meade County Register of Deeds.  A postage fee as well as an administration fee is charged to the applicant for the notification process.

    It is important to remember that after the Planning & Zoning Commission hears your request and makes a recommendation to Council, it will take an additional 4 to 6 weeks to finalize the request so you can proceed with your project.
      Make sure you allow enough time in your schedule for the entire process.

    The first step after the Planning & Zoning meeting is for your item to go to the next City Council meeting (approximately 2 weeks) at that meeting the Council will set a public hearing date within the next 35 days.  Once the public hearing date is set, the Sturgis Finance Office must advertise the information including the public hearing date in the legal section of the local newspaper so all members of the public receive notice. This process is regulated by state law.  (Title 18, Article VII,Section 2).  After the required notice has been published in the newspaper, your request will then be heard by the City Council and approved or denied.  Only after the City Council has given approval will you be allowed to proceed. 

    Upcoming Meeting Schedule:  All meeting dates are tentative and may be changed or cancelled due to holidays or lack of agenda items.  Please call the Planning office to confirm meeting dates and times.

    Application Requirements
    Applicants must fill out the appropriate application form for each request - you can download an application from our website or pick one up at our office at City Hall.  Applications and Forms

    Variances, use on review and zoning amendments require formal notification to neighboring land owners.  (see above)  All application fees as well as notification fees must be paid prior to your application moving forward.

    Application fees - please have a check made out to the City of Sturgis attached to your application - the fee amount is stated on the application.  If you are submitting a plat, the County requires a $90 fee (make check out to Meade County and attach to your application at the City)  for filing a plat.
