NOTE** If you are a contractor, the use of Day Labor is prohibited.  ALL workers must be either an employee or a licensed sub-contractor. 

Under Title 2 Contractor Licensing & Construction Regulations, all businesses who perform construction and construction related work must be a licensed Contractor within the City of Sturgis.  No person shall perform construction related work within the City on property other than the person’s primary resident until he/she obtains a Contractor’s License from the Building Inspection Office (Sturgis City Hall).  Therefore, the City licenses contractors, contractors, electricians, plumbers, house-movers, excavators (dirt work), etc.  These contractors must complete a Business & Contractor Licensing Application and submit the below listed supporting documentation. 

Title 2, as currently written, requires electrical and plumbing contractors to take a competency exam when initially licensing or if the license as lapsed. 

The license must be renewed each calendar year.  The City does not send out reminder notices. 

Required Documentation
In order to apply for a Contractor License with the City of Sturgis you must provide the following documentation:
  • Application Form (submitted electronically or downloaded for completion)
  • Proof of excise and/or sales tax registration (State of South Dakota)
  • Certificate of Coverage showing minimum liability insurance coverage of $1,000,000 incident / $2,000,000 aggregate
  • Certificate of Coverage showing workers' compensation coverage, if applicable
  • Electrical and Plumbing Contractors must also show proof of Licensing by State of South Dakota.

These items can be faxed or emailed to the City's Building Official at the below contact information. 

  • The application fee is $125.00 per year.  

Electrical, plumbing or excavation contractors
  • $100.00 if license is renewed before December 31st
  • $125.00 if purchasing a new license or if renewed after January 1st or are purchasing a new license

If you are currently a licensed contractor, simply click on the application link, fill out the application, and electronically submit the application to the Building Inspection Office.  You will need to send all supporting documentation and the application fee to the City of Sturgis before your license is issued.  Online Application

Alternatively, you can download and print the application by choosing the print version link below.  After you have completed the application, deliver it to the City Hall along with all required documentation and application fee.   Download Application  

Payments cannot be accepted electronically.

If a contractor is caught working unlicensed within City limits, a verbal stop-work order is issued and the contractor is immediately required to get licensed before they can continue working.  Non-compliance is also governed by Title 36 Administrative Code Enforcement and a first offense fine is $100, second offense is $200, and third offense is $300, plus all applicable licensing fees and requirements.
