The City has several surcharges that appear on the utility bills. A "surcharge" is the security for debt-revenue specifically dedicated to servicing debt. More simply, a "surcharge" is a separate fee charged on utility accounts for a specific infrastructure project or improvement that was completed with financing (i.e. a USDA loan, etc.).
The City Manager provided a detailed explanation to the Council at its regular meeting on Monday, September 19, 2022 on the various surcharges the City currently assesses. It also discusses some proposed surcharges related to upcoming infrastructure projects planned for 2023.
