Job Title: Rubble Site Operator
Salary range: $19.46 – 22.17 per hour depending on qualifications and experiences (overtime is occasional)

Hours: Full-time (40 hours a week), non-exempt with limited overtime opportunities. Eligible for benefits.
Job Description:
This position is responsible for all aspects of the daily operation of the City Rubble Site to include (i) conducting inspections, (ii) operating a motor grader, backhoe, and similar equipment to move achieve desired covering, grades, and compaction, (iii) operating a baler, fork lift, and similar equipment to bale cardboard and other recyclables, and (iv) perform clerical tasks, including handling money and tickets.
ESSENTIAL DUTIES:

- Operate a motor grader, loaders, compactors, and similar heavy equipment to cover material deposited at the site, to perform general site maintenance, and to achieve desired grades and compaction;
- Load cardboard (i.e. collapsed boxes) into baler;
- Operate balers, fork lift, and similar equipment to bale cardboard and other recyclables;
- Inspect all incoming loads for suitability in accordance with Rubble Site plan of operation;
- Responsible for punch cards including presale inventory, point-of-sale, and handling money from sales;
- Sell punch cards and make change;
- Ensure proper placement of loads to ensure most effective spreading and/or compacting of materials;
- Spread alternate daily cover as required by permit;
- Responsible for collection and recording of all fees;
- Maintain daily log of Rubble Site activities;
- Inspect Rubble Site to make sure all refuse is secure, work areas are clean and rubble is sorted according to Rubble Site’s plan of operation;
- Provide customer
- Ensure Rubble Site remains in compliance with all applicable local, state and federal laws;
- Clean bathroom and office facilities as required ensure garage and shop space is tidy;
- Picks up litter along rightsof-way and at the Rubble Site;
- Perform basic preventative, maintenance and basic repair of equipment;
- Performs preoperational inspections;
- Other duties as related to sanitation and refuse;
Non essential duties:
- Use heavy equipment to construct roads and drainage systems;
- Assist with Rally duties, snow removal and other Streets Department as projects required;
- Other duties as assigned;
KNOWLEDGE, SKILLS, AND ABILITIES:
General (Education and/or Experiences):
- High school diploma or general education degree (GED);
- One year related experience and in a construction related field involving the operation of trucks or other related light automotive equipment (or equivalent vocational training courses);
- Prior experience operating heavy equipment (especially graders, loaders, backhoes, and forklifts);
Knowledge, Skills and Abilities:
- Able to respond to written or oral instructions;
- Ability to print and communicate (daily reports, respond to customer complaints, etc);
- Ability to read and follow written instruction;
- Basic ability to handle money, count change, and perform basic arithmetic functions;
- Knowledgeable of and always able to use safe lifting techniques;
- Able to safely and properly utilize a “Tommy Lift”;
Required Certifications:
- Standard South Dakota Driver’s License with three years’ acceptable driving record although a South Dakota Class A Commercial Driver’s License is preferred (but not required)

- Occasionally lift and/or move up to 100 pounds
- Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
Note: May need to safely operate a right hand steering piece of equipment

RELATIONSHIPS:
The position shall be supervised by the Sanitation Superintendent and/or Director, Public Works.
This position works closely with other Rubble Site employees as well as the general public.
