Each year in July, the City Manager and Finance Officer draft a preliminary budget for the following year. This budget is presented for first reading to the City Council and the public at a regular City Council meeting in August. Following suggestions and edits, the budget is then approved by the City Council (in the form of a second reading) in September. The City Budget is considered an ordinance and follows the same adoption rules as all other ordinances.
The Annual Budget provides a roadmap of spending for the following year. Adjustments are often made when unforeseen circumstances occur, such as storm damage or emergency repairs.
It isn't unusual for money to transfer among accounts during the year, based on suggestions (findings) by the auditors who are hired each year to provide a thorough examination of accounts. Accounting practices are based on the Governmental Accounting Standards Board (GASB).
