Contractor Licensing

The City licenses contractors, electricians, plumbers, house-movers, excavators (dirt work), etc.  These contractors must obtain a license through the  CitizenServe web portal. If you are a contractor working within Sturgis city limits, create an account to apply for licensing, building permits, schedule inspections, and make payments through this portal. You must have a valid email address to log in and use Citizenserve.

Required Documentation:

In order to apply for a Contractor License with the City of Sturgis, you must provide the following documentation when registering online:

  • Proof of excise and/or sales tax registration (State of South Dakota)
  • Certificate of Coverage showing minimum liability insurance coverage of $1,000,000 incident / $2,000,000 aggregate
  • Certificate of Coverage showing workers' compensation coverage, if applicable
  • Electrical and Plumbing Contractors must also show proof of Licensing by State of South Dakota.

The application fee is $125.00 per year.  Payment can be accepted online as soon as the application is approved by staff.

Why License?

      

City Ordinance 02.04.01 states that “No person shall perform construction work within the City, on any property other than the person’s current residence, or property for which the person meets the requirements of a Qualified Owner until he/she shall obtain a Contractor’s License from the Building Inspector’s Office.” 

**Reminder: If you are a contractor, the use of Day Labor is prohibited.  ALL workers must be either an employee or a Licensed Sub-contractor.**

Violations 

If a contractor is caught working unlicensed within City limits, a verbal stop-work order is issued and the contractor is immediately required to get licensed before they can continue working.  Non-compliance is also governed by Title 36 Administrative Code Enforcement and a first offense fine is $100, second offense is $200, and the third offense is $300, plus all applicable licensing fees and requirements.


Temporary Vendors:

All vendors doing business during the annual Sturgis Motorcycle Rally must be licensed as a temporary vendor (Title 31 of the City Ordinance).
