The Planning and Permitting Department includes the offices of Code Enforcement, Building Inspections, and Planning and Zoning. Together, this department is responsible for providing information to the general public on planning, zoning, building, and code compliance-related issues.

The Department consists of three main divisions:

• The Building Inspector is responsible for reviewing and issuing building permits, providing inspections for new construction and ensuring code compliance with the applicable planning, zoning, and building-related requirements.
• The Code Enforcement Officer ensures all city ordinances relating to health & safety are being followed.  The Code Enforcement Officer monitors the city for trash, junk vehicles, overgrown weeds, and other nuisance conditions.
• The Planning and Zoning Department works closely with the City Manager when planning and administering contracts for special community development related projects and ensures the City's development-related activities are in line with the long-range Comprehensive Plan for the community and are in compliance with state and federal requirements.  The Planning Department also coordinates requests for variances, plats, and other zoning-related items.
